Bayard’s Steven R. Director Successfully Assists Local Developer with Approval of Contested Annexation, Rezoning and Land Development Plan from the Newark, Delaware City Council

On September 26, 2016, Bayard, P.A. attorney Steven R. Director successfully assisted in obtaining approval of a contested annexation, rezoning, and land development plan from Newark City Council for  client and local developer Daniel F. Kandra, of The Kandra Group. The City Council approved (5-0) an ordinance for annexation and re-zoning and the proposed development plan.

The proposed development, Briarcreek North, involves annexation of 16.374 acres to connect to the City of Newark water, sewer, electric service, as well as trash removal, and construction of a 37-home community for adults over 55. The Kandra Group is also responsible for the construction of nearby 55-plus developments Paper Mill Falls and Briarcreek.
